1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:
The project will be jointly financed by the European Bank for Reconstruction and Development (EBRD) and from the European Investment Bank (EIB).The Joint Stock Company “Ukrainian Railways” has received a loan from the EBRD and from the EIB towards the cost of the Ukraine Railway Modernization Project (JSC “Ukrzaliznytsia” Infrastructure Modernization). Both loan agreements have been ratified by the Ukrainian Parliament – Verkhovna Rada.

2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The type of procurement and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and available free of charge on ECEPP.

The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

3. Other Information
The Procurement Excercise concerns the procurement of works for electrification, laying of a new second track, development of tracks layout within stations, along with the modernization of interlocking, signalling and telecommunication system in stations and on open lines, of the Dolynska – Mykolaiv railway line in Southern Ukraine towards the Ukrainian ports in the Black Sea.

The procurement is subject to requirements of the EBRD's Procurement policies and Rules (https://www.ebrd.com/work-with-us/procurement/policies-and-rules.html) as well as the requirements of the EIB's Guide to Procurement (https://www.eib.org/en/publications/guide-to-procurement.htm).

The contract will be the FIDIC Contract Conditions for Construction (FIDIC Red Book, First Edition 1999). The works are expected to be performed over the period of 2020-2023.
