General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
A Sovereign loan in the amount of up to EUR 10.63 million in favour of the Republic of Armenia to co-finance the modernisation of a border crossing point (“BCP”) near the town of Meghri (“Meghri BCP”). EU NIP has provided: (i) an investment grant in the amount of EUR 10.52 million and (ii) technical assistance package for project implementation in the amount of EUR 0.7 million as approved by the EU NIP Board in December 2018.

2. Information on the Project

Project Description:
Following successful modernisation of three other BCPs on Armenia’s northern border, which were co-financed by the EIB and the EU NIP and implemented under coordination of the UNDP during 2012-2017, rehabilitation of the Meghri BCP is a key infrastructure priority for the Government of Armenia as indicated in Armenia’s Transport Development Strategy 2020.

The physical part of the Project involves demolition of the existing outdated buildings at the BCP, construction of new facilities and installation of modern equipment for performance of border, customs and other controls in line with current standards. Upon completion, the Project is expected to: (i) improve safety, security and efficiency of the border crossing process; (ii) improve Armenia’s connectivity with neighbouring countries and (iii) enhance country’s transit potential, thus enabling Armenia to become a prominent regional and international transit hub.
