General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
A sovereign loan of up to EUR 60 million to the Republic of Albania (the "Loan"). The Loan will be provided in two tranches of EUR 30 million each (Tranche 1 and Tranche 2).

Project Description:
Infrastructure enabling project that will finance Cultural and Natural Heritage Projects as well as Infrastructure projects that will enhance Albania’s tourism competitiveness.

3. Other Information

The purpose of the Project is to establish an investment programme to enhance Albania’s competitiveness by financing:
• tourism-enabling Infrastructure in the municipalities of Berat, Korca, Fier and Shkoder (in addition to the restoration, improvement and/or development of cultural and natural heritage sites to be financed solely from the Grant Financing) (“Component A”); and
• general municipal and transport Infrastructure investments (“Component B”) in the entire territory of the Borrower.

The Project consists of the following Components, subject to such modifications thereof as the Bank and the Borrower may agree upon from time to time:
Component A consists on rehabilitation of:
(i) 10 Historical and Cultural Heritage Sites for a total amount of EUR 8.5 million, to be financed solely from the Grant Financing; and
(ii) 6 Natural Sites Interventions for a total amount of EUR 24.635 million.
Component B consists on:
(i) 5 Infrastructure Sub-projects for a total amount of EUR 42.5 million.
Technical Assistance consists of:
(i) 7 consultancy contracts services

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client’s country.
