General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

a loan from the European Bank for Reconstruction and Development (the Bank), Co-financed
EUR 4,000,000 for Construction Works will be financed by the EBRD Loand while the EUR 600,000 for Consultancy Services will be Donor-funded (TC).

The proposed project, which has a total estimated cost of 4,600,000.00 EUR, will require the procurement of the following:

  • • Expansion of the drinking water distribution network and wastewater collection network – Phase 1;
    • Consulting services for Supervision of civil works on construction for phase 1 and also Phase 2 (See Project ID 49668)
    • Consultancy services for combined Technical and Environmental Social Due diligence
    • Consultancy services of Financial and Operational Performance improvement Programme and Public Service.


Tendering for the above contracts is expected to begin on 28/06/2019.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the client through ECEPP.
