The EBRD Client e-Procurement Portal (ECEPP) is a cloud-based solution for EBRD clients to conduct procurement processes from procurement planning through to tendering and award of contract in accordance with the EBRD’s procurement policies and rules.
The EBRD is the first and still the only multilateral development bank to offer its clients the use of an electronic procurement system covering the entire procurement cycle.
The first pilot projects were selected 12 months ago in the Power & Energy and Transport sectors with clients in Kosovo, FYR Macedonia and Moldova.
They were: Kosovo Transmission Development Project; Mepso Rehabilitation and Control Project; and Moldovan Railways Restructuring Project and procurement in ECEPP is underway on each of these projects.
Among them, the project implemented by KOSTT in Kosovo is the first one to complete the project tendering cycle with all three contracts signed last week worth approximately €31m.
Ilir M. Shala, Department Director for Project Management & Engineering from KOSTT, appreciated the ECEPP pilot initiative.
“For me personally and KOSTT staff this was a great experience,” he said. “This is the first time that Kosovo and KOSTT are using this kind of electronic procurement platform. Using this platform means the tendering process is more accurate and transparent. With it the tendering process is completed in the proper way, in accordance with the EBRD’s procurement policies and rules. I would like to thank the EBRD team for the support provided throughout the tendering process”.
In the first quarter of 2016 an additional five projects have been launched through ECEPP, bringing the total estimated value of contracts to be tendered electronically to €300 million.
These run from the Armenia Northern Corridor Modernisation Project, in Armenia and Georgia, through PESR (the Shtip-Radovish Road Section) in the FYR Macedonia, the Kragujevac Infrastructure Upgrade Project in Serbia, and SEPS – the Bohunice International Decommissioning Support Fund – in Slovakia, through to Moldova’s Moldovan Railways Fleet Renewal Project.
As a result of the pilots and feedback from EBRD users, clients, suppliers and consultants, ECEPP is continually being improved to enable a full roll-out on future projects.
