1. Funding Details
The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).
Additional financing information:
The Albania Infrastructure and Tourism-Enabling Project “the Project” is financed by the European Union through technical assistance and investments grants for a total amount of EUR 40 million, and by complementary sovereign loan facility provided by the EBRD to the Government of Albania. The Project is implemented by the Albanian Development Fund as executing agency (the “Client”) and the European Bank for Reconstruction and Development (the “Bank”). The EU grants are identified by the EU in close cooperation with the Albanian Development Fund. Grant Recipient is: Republic of Albania.
2. Information on the Procurement Exercise
Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.
The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

3. Other Information
As part of the "Ali Pasha Trail", a centrepiece of the broader initiative to promote sustainable tourism in Laberia area offering visitors a unique opportunity to step back in time and explore the legacy of Ali Pasha of Tepelene alongside the adventures of romantic figures like Lord Byron and Edward Lear, the Works have been divided in the sub-components listed below:
• IP (1) Rehabilitation of Gusmar Village Centre and Establishment of a Tourist Mobility Service Point
The rehabilitation of the village square aims to create a multifunctional hub for the local community, and a tourist stop along the "Ali Pasha Route." The local population will benefit from new seating areas, improved public lighting, improved access to the fountain area and increments of the number of local trees and shaded area.
The proposed Mobility Hub will serve as both a tourist information point and a local bus stop.
A small new volume, connected to the existing administrative building, will function as a commercial space, generating income and providing tourist services for visitors going to Nivice and Progonat.
The tourist-oriented services are designed to support and promote bicycle tourism, but they may also function as a general tourist information point and a community-focused infrastructures.
This rehabilitation will facilitate access to the trail by providing parking, bicycle rental, and visitor information.
• IP (2) Tourist Mobility Service Point in Salari
The Salari Mobility Hub project is a transformative initiative aimed at revitalizing an underutilized and unplanned parking area while enhancing the visitor experience with a scenic viewpoint overlooking the canyons. This sub-component's key features include:
• Mobility Hub:
• Bike Repair, Renting, and Charging: The mobility hub will offer essential services for cyclists, including facilities for bike repair, rental services for those looking to explore the area, and charging stations for electric bikes, promoting sustainable travel and accessibility.
• Dedicated viewpoint (Panoramic View Area): will be established at top terrace, offering visitors breathtaking panoramic views of the surrounding canyons. This area will be designed to be accessible and comfortable, possibly including seating and informative signage about the landscape and surrounding attractions.
• Paving and Landscaping:
• Organized Parking Area: The existing un-organized parking space will be redesigned with proper paving and landscaping to create a well-organized and aesthetically pleasing parking area, reducing congestion and enhancing safety.
• Green Spaces: Landscaping will incorporate green spaces, trees, and native plants, contributing to the environmental sustainability of the project and providing a welcoming atmosphere.
• IP (3) Urban Regeneration of the Village Centre of Progonat
The Progonat Main Square Regeneration will revitalize the central area of the village of Progonat, which currently lacks a defined centre or focal point for both residents and visitors. The intervention aims to transform the existing square and adjacent public spaces into a vibrant node that serves as a signal for tourists and a communal gathering place for the community. Key Components of this sub-component are:
• Street-Paving:
The project includes comprehensive street-paving within and around the main square. The chosen materials will likely reflect the historical and cultural context of the village, ensuring that the new paving integrates seamlessly with Progonat’s existing aesthetic.
• Paving Materials:
Natural stone, similar to what is used in the main square, will be employed to maintain visual consistency. This will involve the restoration of existing surfaces and the careful integration of new paving to enhance durability and accessibility. Use of interlock cement block along pedestrian walkways.
• Landscaping and Urban Furnishing
• Small gardens and planters with native plants will be introduced to soften the hards
