The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.


The client now invites tenders for the above mentioned contract(s). Additional description is as follows:

Electrical lighting of Interchanges on A2 Highway (Kamenjane; Zherovjane; Negotino-Poloshko; Vrapchishte; section Matka-Saraj; exit A2-Skopje West; entrance Skopje-West; Brvenica+part of Tetovo South) and Variable Message Signs (VMS) on Skopje West; Katlanovo and Rzhanichino. Generally, the Goods and Related Services are mostly consisted of new installation and works related to Lighting and placing new VMS. This Project refers to the north and north-west part of R. Macedonia.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
Experience: Participation as contractor, or subcontractor for carrying out Works that includes:
a) At least 2 contracts for Lighting on highway within the last 5 years, that have successfully completed works, proved by authorized Certificate issued by the Employer; b) Installation of Lighting on state roads within the last 5 years, with a total value of the accomplished work at least MKD 55.000.000,00 that have successfully completed works, proved by authorized Certificate issued by the Employer. The similarity shall be based on: installation of steel poles, cables, distribution boxes and lights. For the above contracts executed during the period stipulated, a minimum experience in the following key activities: At least 400 pcs lights installed with device for full and reduced power consumption; At least 400 pcs galvanized steel poles; At least 400 pcs hot deep galvanized steel poles; At least 50 km cables; At least 20 km galvanized grounding tape; At least 20 km excavation of earth; At least 15 designs for temporary traffic regime; At least 15 basic designs for lighting of national roads. c) Installation of Light Signalization on state road within the last five years, with a total value of the executed works at least MKD 3.000.000,00 that have been successfully completed, proved by authorized Certificate issued by the Employer. The similarity shall be based on: installation of steel structure, cables, traffic lights. For the above or other contracts executed during the period stipulated above, a min. experience in the following key activities: 4 pcs installed portal steel structure; 10 pcs installed traffic lights.
Personnel Capabilities: Project Manager (Electrical engineer with Licence A for Execution) - at least 7 years of total work experience with at least 15 projects in similar works; Electrical engineer with Licence A for Design - at least 7 years of total work experience with at least 15 projects in similar works; Traffic Engineer with Licence A for Execution - at least 5 years of total work experience with at least 5 projects in similar works; Traffic Engineer with Licence A for Design - at least 5 years of total work experience with at least 5 projects in similar works; 3 electrical installers - at least 5 years of total experience with at least 10 projects in similar works and 3 electricians - at least 5 years of total experience with at least 10 projects in similar works.
Equipment Capabilities: The tenderer shall own, or have assured access to the following key equipment in full working order, and must demonstrate that they will be available for use in the proposed contract. (i) min 2 Auto-bucket machines for raising over 13m; (ii) Equipment for excavation - Trencher; (ii) Crane for elevation of steel posts and portal structures, with special reels for unwinding of the cables; (iv) min 2 Vehicle for transportation of goods - Van.
Financial Capabilities: The Tenderer shall have an average annual turnover as prime Supplier over the last 3 years (2013 - 2015) of not less than MKD 35.000.000,00 equivalent. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than MKD 9.000.000,00 equivalent, taking into account the Tenderer's commitments for other contracts.

The contract is expected to start on 07/11/2016 and last about 18 months.

The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.
