1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.

The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

This procurement exercise will be conducted using the EBRD Client E-Procurement Portal (ECEPP). 3. Other Information
The Client intends to announce a separate tender for the procurement of new metro trainsets in the amount of EUR 45.0 million (including spare parts and consumables, equipment and tools for maintenance, repair of metro trainsets and related services) of the same technical specification, as detailed in Section VI, Requirements of this Procurement Document, under a separate Ukraine Urban Public Transport Project financed by a loan from the European Investment Bank (EIB). The tender under the EIB financed project will be conducted in accordance with the EIB’s Guide to Procurement and is expected to be launched on September 2025. The relevant procurement notice will be published in the Official Journal of the European Union (https://ted.europa.eu) and/or EIB’s website (https://www.eib.org/en/about/procurement). It is the intention of the Client, EBRD and EIB to align the closing of both tenders, so that the resulting contracts could be signed at approximately the same time. This is with an aim to raise the interest of prospective manufacturers in a larger order for the Client. The Client, therefore, encourages the Participants to monitor announcements under the EIB project.
