The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.
The client now invites tenders for the above mentioned contract(s). Additional description is as follows:
Lot 1: Upgrading and refurbishment of seven streets in Area Terezian (7 streets: Honterus, Viorelelor, Eschile, Capriorilor, Lacramioarelor, Pandurilor, Sperantei, with approximate total length of 1.6 km)
Lot 2: Upgrading and refurbishment of eight streets in Area Lazaret III-Tiglari II (8 streets: Hameiului, Garoafei, Baicoi, Topitorilor, Lacului, Primaverii, Rulmentului, Ovidiu, with approximate total length of 1.3 km)
Work will generally include the reconstruction of the road and pavements as well as the installation of the associated utilities, water and drainage. The maximum time for completion of work for each lot is expected to be ten (10) months followed by a Defect Notification Period of five (5) years.
Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
The contract is expected to start on 30/11/2019 and last about 10 months.
This opportunity is divided into 2 lots.
Tenderers may bid for a maximum of 2 lots.
Lot 1
Description: Rehabilitation of earth streets in Area Terezian: Honterus, Viorelelor, Capriorilor, Sperantei, Pandurilor, Eschile, Lacramioarelor streets
Lot 2
Description: Lot 2: Rehabilitation of earth streets in Area Tiglari II-Lazaret III: Hameiului, Garoafei, Baicoi, Topitorilor, Lacului, Primaverii, Rulmentului and Ovidiu streets

Other Information:To be qualified for the award of a contract, tenderers must satisfy the minimum criteria:
- an average annual turnover in the last 3 years (2016, 2017, 2018) :
• For Lot 1: ten million Romanian Lei (LEI 10 Million)
• For Lot 2: nine million Romanian Lei (LEI 9 Million)
- access to financial resources of minimum:
• For Lot 1: four million Romanian Lei (LEI 4 Million)
• For Lot 2: three million Romanian Lei (LEI 3 Million)
- General experience in contracts as general contractor, or contractor management for the past 5 years.
- Participation as contractor or management contractor in at least three (3) contracts within the last five (5 ) years, prior to the tender submission deadline, each with a value of at least:
• For Lot 1: five million Romanian Lei (LEI 5 Million)
• For Lot 2: four million Romanian Lei (LEI 4 Million)
- Availability of equipment, staff and facilities as per the Tender Documents requirements.
