1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:
The Ministry has approached the European Bank for Reconstruction and Development (“EBRD”) with a request to finance modernisation of around 230 pumping stations used for IWC across the country and ancillary IWC infrastructure (the “Project”) along with relevant technical assistance. The Project is not expected to lead to increased water consumption. A December 2018 government decree refers to the Project as a key element for the improvement of water resource management in the RoU. EBRD has agreed to consider i) a loan to the RoU to finance the capex programme and ii) providing technical assistance for introducing cost reflective tariffs and improving the institutional setup in the IWC sector.
The main objective of this Technical Consultancy (TC) is the Development of a Sector reform roadmap taking into account work that is being done by other IFIs and development organisations and the Government, in line with the international standards and best practices and support in implementation of the necessary changes.

The TC shall cover the following main tasks, further detail of which is provided under the Terms of Reference:

3.1 Stage 1 of the Tariff Policy Development
3.2 Stage 2 of the Tariff Policy Development
3.3 Enhancing Institutional Setup


2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

3. Other Information
The Ministry wishes to commission a suitably qualified consultant (the “Consultant”) to support the MWR’s reform agenda (the assignment).
In order to maximise knowledge and achieve transfer of skills, as indicated above, the major part of the work of the Consultant shall be carried out in Uzbekistan in very close co-operation with the relevant regulator. For that reason partial presence in the field will be required of the Consultant’s core team for the duration of this assignment. In addition, the Consultant shall ensure that knowledge of methodology used in implementation of the Assignment is transferred to appropriate regulatory personnel at all times.

The Consultant shall work closely with the MWR and liaise with EBRD’s Operation Leaders.
