Tender/Contract Reference No: 7536059: Supervision of Section Poprikuse-Nemila constriction

Scope Of Contract: The construction of the motorway section from Poprikuse to Nemila will be carried out within the following contract:

Contract no. JPAC 990-B99-18: Poprikuse - Nemila in total length of 5,5 km will be financed from the loan agreement with EBRD and EIB

The subject of this Invitation for Expressions of Interest are Consulting services for supervision of works on construction of motorway on Corridor Vc, section Poprikuse-Nemila, Contract no. JPAC 988-E506-18 which shall be funded from the proceeds of the EBRD and EIB loan as well.

Public company Motorways of the Federation of Bosnia and Herzegovina Ltd. Mostar (the Employer), on behalf of the Beneficiary, intends short listing consulting firms to supervise the design and construction of the above mentioned contract.

The FIDIC Conditions of Contract for Plant and Design-Build for Electrical and Mechanical Plant, and for Building and Engineering Work, Designed by the Contractor, First Edition 1999 will be used for the design and civil works contracts.

The role of the Consultant is:

-To act as Engineer in terms of FIDIC Conditions of Contract for Plant and Design-Build for Electrical and Mechanical Plant, and for Building and Engineering Works, designed by the Contractor, First Edition 1999, and
-to carry out the works supervision services and Main/Detailed Design revision in accordance with the laws of the Federation of BiH.

The Consultant shall act in a role of Engineer and its outputs will have to comply with current local laws and regulation concerning construction, supervision, civil works quality control and environmental protection. (Law on Physical Planning and Utilization of Land at the Level of the Federation of Bosnia and Herzegovina, Guidelines for Road Designing, Construction, Maintenance and Supervision, Law of Environmental Protection, etc.).
The Services to be provided by the Consultant shall address, inter alia:
(1) Inception Phase, supposed to start three months before commencement of Contract for construction) with objective to review and update of the Employers Requirements; preparation of Supervision Quality Assurance Plan and Risk Management Plan;
(2) Pre-construction activities which includes inter alia: review/revision and/or consent of the main, detailed design, review and approval of Contractors documentation such as insurance policies, Quality Assurance Plan, Health and Safety and Environmental Plan, Traffic Management Plan; check of coordinates and levels of all survey reference markers; check and approval of Contractors proposal of material sources; identification of clashes in the Main Design and their resolve with BIM Consultant; comparison of Contractual and Actual (by BIM generated) BoQ;
(3) Administration of the civil work contract: follow up Contractors work programmes and cash flow; monitor and update work progress in the established BIM model; measurements and recording of quantities of works;
(4) Approval of Contractors materials, construction techniques and programmes of works;
(5) Direct supervision of the works and monitoring of progress;
(6) Technical assistance during works execution;
(7) Preparation of mandatory reporting,
(8) Risk management, monitoring and implementation of approved Risk Management Plan
(9) Additional services

Duration of Contract: 47 months
