Invitation For Tenders Single

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

Grant from the Kozloduy International Decommissioning Support Fund (KIDSF) under Grant Agreement 057А via the European Bank for Reconstruction and Development as Administrator of the Fund


Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.


The client now invites tenders for the above mentioned contract(s). Additional description is as follows:

Bulgartransgas EAD, hereinafter referred to as “the Purchaser” or “the Client”, has received a grant from the Kozloduy International Decommissioning Support Fund (KIDSF) under Grant Agreement 057А via the European Bank for Reconstruction and Development as Administrator of the Fund, hereinafter referred to as “the Bank”, and intends using part of the proceeds towards the cost of Supply of main materials, equipment and related services for the construction of two gas transmission pipelines to Svishtov and Panagiurishte - Pirdop, hereinafter referred to as “the Project”.
The Client now invites tenders for the following contract(s), hereinafter referred to as “the Contract/s”, to be funded from part of the above proceeds:
Lot 1: Supply of steel pipes and fittings and related services (GA 057А/ Contract АB3.1);
Lot 2: Supply of gas pipeline equipment and related services (GA 057А/ Contract АB3.2);
Lot 3: Supply of Automatic gas regulation stations and related services (GA 057А/ Contract АB3.3).
Tenders are invited for one or more lots. Each lot must be priced separately. The scope of the contract includes supply of steel pipes, fittings, equipment, including equipment for an AGRS and related services necessary for the construction of a high pressure gas transmission pipelines, automated gas regulation stations (AGRS) to the towns of Svishtov and Panagiurishte - Pirdop. The expected length of the gas pipeline to Svishtov is about 42 km and to Panagiurishte-Pirdop- about 62 km.

Tendering for contracts to be financed with the above proceeds is open to firms and individuals from any country.

To be qualified for the award of a Contract, tenderers must satisfy the criteria stated in the Tender Document.

Tendering will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the Employer through ECEPP. All tenders must be accompanied by a tender security of 83 000 Euro for Lot 1, 8 000 Euro for Lot 2 and 12 000 Euro for Lot 3 or its equivalent in BGN calculated by using the official exchange rate of Bulgarian National Bank at the day of issuance of the tender security.

The contract is expected to start on 06/04/2020 and last about 7 months.

The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
