Invitation For Expression Interest

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:
The Government of Republic of Kosovo, Ministry of Finance, Regional Water Company Mitrovica (“RWCM” or “the Company”) has applied for financing from the European Bank for Reconstruction and Development (the “Bank” or the “EBRD”) in the form of a loan toward the cost of Mitrovica Waste Water Treatment Plan & Sewerage Network. The RWCM Mitrovica, an agency (the "Client"), intends to apply a portion of the proceeds of this Loan to eligible payments under the contract.

The RWCM has been allocated grant funds (the “Grant”) from the Western Balkans Investment Framework provided by the European Union which are administered by the Bank and executed by the MRWC. The Client intends to apply the funds to eligible payments under the contract.

The Consultancy Assignment presented below aims to support the Regional Water Company Mitrovica during the project preparation and implementation. The client has applied for EBRD Loan as well as EIB Loan up to EUR 16.1 million each. In addition, the Client has made an application to the WBIF for an investment grant of up to EUR 5 Million.


2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.

The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

3. Other Information
The Client now intends to establish a shortlist of qualified and competent consultants, with a view to inviting proposals from the shortlisted consultants, in relation to the Assignment.

The expected outcome of the Assignment is the PIU support, project preparation, procurement support and supervision services of the works above mentioned.
The overall objective of the Assignment is to facilitate the timely and effective preparation, implementation, monitoring and supervision of the works contracts financed under the Project by providing assistance to the Client.
The role of the Consultant is:
• To provide support to the Project Implementaiton Unit (PIU) through the project preparation, procurement, contracting and supervision.
• To conduct the required technical designs and specifications for timely implementation of the project.
• To advise, support and lead the client during the procurement activities envisaged within this project.

• To act as Engineer in terms of FIDIC Conditions of Contract relevant for each works contract, and
• to carry out the works supervision services in accordance with the laws of the Republic of Kosovo.
Its outputs will have to comply with current local laws and regulation concerning construction, supervision, civil works quality control and environmental protection.
The construction supervision services shall include but are not limited to the following:
• Supervision of the construction works in a role of Engineer in accordance with FIDIC Conditions of Contract;
• Verification of site demarcation and compliance with required permits issued by competent local authorities for plants and quarries prior to the issue of the commencement order;
• Control of Contractor’s preliminary test and production specification of materials;
• Supervision of laboratory measurements and verification of compliance with contractual obligations;
• Supervision of the environmental management plan and implementation of mitigation measures;
• Proper programming, recording, measurement and accounting of the works by means of appropriate management and measurement techniques;
• Preparation and delivery of progress reports and other reports.
