General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
The Project is funded by EBRD loan in the amount of EUR 53.4 million with co-financing from ADB in the amount of EUR 370.2 million and the Client co-financing in the amount of EUR 73.6mln. In addition, the Project is supported by a Grant from EBRD Shareholder Special Fund in the amount of EUR 100,000.

2. Information on the Project

Project Description:
Provision of a sovereign loan to Georgia to co-finance the construction of the Tskere-Kobi tunnel (EBRD Project), which forms part of the Kvesheti-Kobi road section (the Project), located on the Jinvali-Larsi Road (North-South Corridor).

The central section of the corridor connecting Kvesheti to Kobi needs to be fully realigned. The existing 35 km road is unsafe, experiences heavy traffic, and is difficult to maintain in winter, resulting in road closure for extended periods during winter. A new 23 km bypass road from Kvesheti to Kobi will be built to allow more traffic to travel on it safely, and will remain fully operational all year; it will also provide 5 km of all-weather rural roads that will serve roadside villages. The Project will include five tunnels with a total length of about 11.6 km (the longest of which is about 9 km), and six bridges with a total length of about 1.6 km.

In addition, the EBRD Project envisages procurement of drones (Drones Contract) for strengthening of the Client's Road Asset Management Systems (RAMS).

3. Other Information

Drones Contract will be subject to the Bank's Procurement Policies and Rules and is open for participation for firms from any country unless otherwise specified in the procurement documents.

Procurement under this Drones Contract will be conducted using the EBRD Client E-Procurement Portal (ECEPP). NOTE: This is an update of the GPN originally published on 4 June 2018 and currently the Drones Contract is the only remaining contract to be tendered.
