1. Funding Details
The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtm) on December 19, 2019.
Government of Albania has received financing from the European Bank for Reconstruction and Development (the “Bank”) in the form of a loan toward the cost of Regional and Local Roads Connectivity “the Project”. Albanian Development Fund (ADF), the executing agency (the "Client"), intends prequalifying individuals, firms and consortia to tender for the following contract(s), hereinafter referred to as “the Contract”, to be funded from part of the above proceeds.
2. Information on the Procurement Exercise
Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.
The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.
This procurement exercise will be conducted using the EBRD Client E-Procurement Portal (ECEPP). 3. Other Information
“Upgrade of Zgosht – Ura e Cerenecit road section (47.1km)”. The construction period is 6 months.
The road segment "Zgosht-Ura e Cerenecit" is a continuation of the road Librazhd-Qafe Stude-Ura e Cerenecit with a total length of 56.9 Km. The road segment starts from the village of Zgosht (Lunik administrative unit), Librazhd municipality and ends in the village of Cerenec i Poshtem (Gjorice Administrative Unit), Bulqize municipality.
The general objective is the improvement of the planimetric parameters of this road network, the construction of the package of road layers, the realization of the necessary protection structures, the realization of a road signalization according to the standards in force, the necessary engineering measures for the road stability, the construction of side channels of the road etc.
Prequalification and procurement of contracts to be financed with the above proceeds is open to firms and individuals from any country.
This prequalification exercise will be conducted using the EBRD Client E-procurement portal (hereinafter referred to as “ECEPP”) and subject to its conditions of use. Participants must be registered in ECEPP in order to participate in this tender.
Participants shall register with ECEPP in accordance with the terms and conditions of use of ECEPP as published on ECEPP. Only those Participants who are registered and who have expressed an interest in the tender shall be able to access the tender documents, receive clarifications, addenda and amendments and submit its tender response through ECEPP.
The prequalification applications must be duly completed and submitted to the Client on or before the date stated in ECEPP.
Interested firms or individuals may obtain further information by submitting a request through ECEPP.
