1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

This Project is VAT exempt.

2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The type of procurement and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and available free of charge on ECEPP.

The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

INVITATION FOR TENDERS


This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) - EBRD website 16.02.2015, and the updated General Procurement Notice (Procurement Ref. 9587-GPN-45987) is published on 28.02.2020 on the EBRD website.

Public Enterprise for State Roads hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the Bank towards the cost of the above cited project.

The Employer now invites sealed tenders from contractors for the following contracts to be funded from part of the proceeds of the loan:

Lot 1 Rehabilitation with widening of Motorway A1, section Petrovec – Katlanovo (left and right carriageway) . This road section is divided in tree subsections according to the type of the Works:
- Rehabilitation with widening of the Motorway A 1, section Petrovec - Katlanovo (left carriageway), from km 23+281,13 to km 28+460, 76 in total length of 5,18 km.
- Rehabilitation of the Motorway A 1, section Petrovec - Katlanovo (right carriageway), from km 37+046,94 to km 41+798,92 (total length of 4,75 km) and
- Rehabilitation with widening of the Motorway A 1, section Petrovec - Katlanovo (right carriageway), from km 41+798,92 to km 42+618,82 (total length of 0,82 km).
The left and the right carriageway shall be widened up to the full motorway cross section with width of 10.75m, where the design foresees construction of an additional traffic stopping lane, and at the same time, the pavement shall be rehabilitated on the entire left and right carriageway, according to the abovementioned chainage.
In general, the works on reconstruction / widening include earth excavation, demolishing of the existing gutters, dismantling the safety guard rail, construction of improved sub-grade, construction of sub-base layer of crushed stone, construction of pavement (bituminous bearing layer and asphalt concrete layer), and the works on rehabilitation are consisted of removing asphalt layer, scraping, cutting, sealing active cracks, repair of shoulders and gutters, patching potholes, spraying of pavement with emulsion, applying new asphalt layers, cleaning of culverts and channels etc. This Project refers to the northern part of the Republic of North Macedonia.





Lot 2 Rehabilitation of Regional Road R1202, section Mavrovi Anovi – Zirovnica
The alignment of this section presents a continuation of the already rehabilitated section Bunec - Mavrovi Anovi and the Works include rehabilitation of the road section starting at km 11+713,32 and ending after the steel bridge on Zirovnicka river at km 30+554,28, in total length of 18,8 km. Generally the works include demolition of existing asphalt structure, removing damaged guard rail, roughening, profiling with scrapping asphalt layers, construction of sub-base layer of crushed stone, cleaning and repair of shoulders and gutters, patching potholes, spraying of pavement with emulsion, applying new asphalt layer, repairing of bridges and retaining walls, cleaning of culverts and channels etc. This Project refers to the western part of the Republic of North Macedonia.

Lot 3 Rehabilitation of Regional Road R1303, section Kicevo - Makedonski Brod
The alignment starts at the connection with the roundabout on the state road Kicevo - Ohrid and ends at the entrance of Makedonski Brod, before the existing bridge. The Works are consisted of rehabilitation of 25,7 km, with exception of the section from 23+100 to km 23+665 which was rehabilitated in 2019. The works are mainly consisted of scraping and milling of the existing pavement, demolition of the existing asphalt pavement, gutters, curbs and existing crushed stone layer, mechanical cutting of the existing pavement, repair of cracks, patching potholes, construction of asphalt layers and gutters, repairing of 3 bridges, cleaning of channels, etc. This Project refers to the western part of the
