1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The type of procurement and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and available free of charge on ECEPP.

The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

3. Other Information
In May 2017, the European Bank for Reconstruction and Development (hereinafter referred to as the EBRD or the Bank) signed a sovereign guaranteed loan with the Republican State Enterprise “Kazvodhoz” (the “Company”) in the amount equivalent to USD 174 million to finance a project aimed at the rehabilitation of irrigation infrastructure (mainly irrigation canals) in Aktobe, Zhambyl and South Kazakhstan regions of Kazakhstan.

The Consultant’s main objectives are as follows:

• Development and implementation of a Financial and Operational Performance Improvement Programme (“FOPIP”)
• Development and adoption of a Corporate Business Plan (“CBP”)
• Development and introduction of a Management Information System (“MIS”)
• Development or adoption of the new tariff calculation methodology
• Development of a Compliance Action Plan (“CAP”)

To implement the above objectives, the Company intends to engage an experienced consultancy firm (the “Consultant”). The Company will be the major beneficiary of the services rendered by the Consultant and will have overall responsibility for the Project.

Please note that this assignment was previously advertised on https://www.ebrd.com/work-with-us/procurement/p-pn-191031b.html. The assignment was transferred to ECEPP as a result of restrictions introduced due to COVID19. Only the submissions received by the Client through ECEPP will be evaluated.
