1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:
The total assignment cost equals EUR 600,000. It is anticipated that the contract will be financed by EBRD Shareholder Special Fund.

2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.

The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

3. Other Information
The Ulaanbaatar District Heating JSC (the Client) has requested the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) to provide funding to finance the Ulaanbaatar District Heating Project (the Project) to modernize the primary district heating system in the City of Ulaanbaatar (the “City”) in Mongolia.

The Client now intends to select and contract a consulting company (the Consultant) to the Assignment, on the basis of the Request for Proposal (RFP) in attachment.

The expected outcome of the Assignment is as follows:

The overall objective of the Assignment is to facilitate the timely and effective implementation of the Project by rendering assistance to the Company in the implementation of the Project, including design, all aspects of procurement and disbursement, and environmental and social (“E&S”) requirements.

The selected Consultant is expected to provide the following services:

1. Overall project management support as required;
2. Design the works and prepare technical specifications for goods;
3. Arrangement of preparation of the prequalification, if any, and tender documents for procurement of works and goods;
4. Arrangement of the tendering procedure for works and goods, including evaluation of tenders and drafting tender evaluation reports;
5. Administration of contract implementation including, where appropriate, works supervision or assisting with works supervision; and,
6. Arrangement of timely disbursements under the contracts.
