1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:
This Project is VAT exempt.

2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.

The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

INVITATION FOR TENDERS


This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) - EBRD website 16.02.2015, and the updated General Procurement Notice (Procurement Ref. 9587-GPN-45987) is published on 28.02.2020 on the EBRD website.

Public Enterprise for State Roads hereinafter referred to as the Client/Employer, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Completion of the Construction Works on EXPRESSWAY GRADSKO - PRILEP, section: "Farish" - "Drenovo", from km 0+000 to km 10+197.
The Public Enterprise for State Roads now invites tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

Completion of the Construction Works on EXPRESSWAY GRADSKO - PRILEP, section: "Farish" - "Drenovo", from km 0+000 to km 10+197.

The Works includes completion of the outstanding construction works of the road in length of 10,197 km in accordance with the Client’s design.
The overall scope of the Works includes the construction of the expressway of variable width (12.40m – 25.4m) and the execution of the following quantities of the works remaining after the Contract termination in August 2019: bulk excavation - 330.000 m³, embankments - 120,000 m³, asphalt concrete - 52.000 t, completion of 30 bridges/viaducts/ underpasses/structures and two tunnel tubes (130m+150m).

Time for Completion of the Works is: 24 (twenty four) months

The contract for works will be in accordance with FIDIC Conditions of Contract (Red Book - First Edition 1999, Conditions of Contract).

The assignment is expected to start in December, 2020.

This open tender single stage exercise will be conducted by e-procurement using the EBRD Client EProcurement Portal (ECEPP). Interested firms should register on ECEPP at this link:

Prospective tenderers who have registered in ECEPP and expressed an interest in the contract
may access the tender documents and may request clarification and further information
from the client through ECEPP.

Tendering for contract to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
