1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
EBRD loan - EUR 28.5 million (three tranches)
EU NIP grant - EUR 5 million
City co-financing - EUR 2.5 million
TC grant financing - EUR 0.55 million

2. Information on the Project

Project Description:
Spetskomuntrans Communal Enterprise (Client), a municipal utility company fully owned by the City of Khmelnitsky (the City) have applied for loan financing from the European Bank for Reconstruction and Development (EBRD or the Bank) to finance the City’s urgent investment needs to rehabilitate and modernise the solid waste infrastructure. The Project is expected to be co-financed by an investment grant from the EU Neighbourhood Investment Platform (EU NIP) and technical cooperation grants. The proposed Project, which has an estimated value of approx. EUR 37 million equivalent, will require the procurement of the following goods, works and services to be financed from the proceeds of the loan and investment and TC grants:

- Project Implementation Support consultancy services;
- Closure and rehabilitation of the existing non-engineered landfill and construction of two new sanitary landfill cells
- Supply and installation of a new leachate treatment system
- Supply of compactor and bulldozer
- Construction of a new Material Recovery Facility (MRF) and a composting facility for non-contaminated organic waste
- Construction of RDF module and expansion of the composting facility (subject to commitment of loan Tranche III)
- Tariff Policy (consultancy services)

Co-financing from the City will finance the construction of a new gas pipeline, connection of the leachate treatment system and MRF with the municipal wastewater treatment plant, purchase of new waste containers and waste collection vehicles, etc. These contracts will be procured in accordance with the Ukrainian

3. Other Information

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
