1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
EBRD loan - EUR 25 million (incl. VAT)
E5P investment grant - EUR 5.5 million
Client co-financing - EUR 2.5 million for technical and architectural supervision, cost of procedural agents, legal support, commissions etc.

2. Information on the Project

Project Description:
Dnipro City Municipality (City) and Dnipro Municipal Energy Service Company (DMESCO), a municipal enterprise of the Dnipro City Council, have applied for a loan from the European Bank for Reconstruction and Development (the Bank or EBRD) and a grant from the Eastern Europe Energy Efficiency and Environment Partnership (E5P) via the EBRD to finance thermal renovation of 98 municipal buildings of Dnipro including 67 kindergartens, 27 schools and 4 healthcare facilities (clinics). The proposed project, which has an estimated value of up to EUR 33 million will require the procurement of the following goods, works and services to be financed from the proceeds of the Bank's loan (EUR 25 million), the grant (EUR 5.5 million) and the City’s contribution (EUR 2.5 million):

- Implementation of energy conservation measures in public buildings as a turnkey contract with elements of an Energy Performance Contract (EnPC), including:

• Thermal insulation of external walls, windows and doors reveals, socles, flat roofs and attic floors;
• Doors and windows replacement;
• Installation of Individual heat substations;
• Heating systems replacement/renovation (heating and hot water pipes insulation, balancing valves installation);
• Ventilation systems modernization;
• Energy monitoring system installation;
• Auxiliary measures (cold water pipes renovation, sewage systems and pavements repair, rain gutters and drainage systems installation/replacement, buildings extensions removal, roofs hydro-insulation, water drainage pumps installation, new roof access ladders, canopies, roof protective fences and metal roof covers installation, stairs repair);
• Environmental and social measures (asbestos abatement from attic floors, heating pipes and roof sheets; installation of entrances for people with special needs).

Activities for the proposed Contract will include:

1.Designing energy conservation measures,
2.Implementing energy conservation measures on a turnkey contract with EnPC elements,
3.Achieving energy savings at the level above of the established minimum savings,
4.Providing necessary monitoring and verification of the achieved energy savings,
5.Guaranteeing energy and operational cost savings for repaying the project works’ (investments in energy efficiency) and services’ (operations and maintenance) cost in the period starting from the energy conservation measures completion and during the guarantee period with a duration of up to 2 heating seasons.
6.Providing maintenance services for buildings during the guarantee period

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
