Invitation For Expression Interest

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:
Procurement of services for independent evaluation of non-current assets of SE NNEGC Energoatom will be financed partially through the loan and remaining part - through the own funds of the Сompany.

2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.

The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

3. Other Information
Purpose: Getting a fair value of the Company's non-current assets is the requirement of the Law of Ukraine "On Accounting and Financial Reporting in Ukraine", of IFRS 13 "Fair Value Measurement".
Scope: revaluation of Energoatom's non-current assets for the purposes of accounting in accordance with the requirements of the national legislation of Ukraine and international financial reporting standards in order to ensure the accounting of the Company's assets at their fair value.
TENDERING CRITERIA FOR PROCUREMENT OF INDEPENDENT EVALUATION OF NON-CURRENT ASSETS OF SE NNEGC “ENERGOATOM” FOR ACCOUNTING PURPOSES
Specific Consultant’s profile:
• The Consultant shall have a certificate for valuation activities issued by the State Property Fund of Ukraine and valid on the contract signature date. The Consultant shall provide a copy of the certificate while its Proposal’s submittal.
General and specific Consultant’s experience (related to this assignment/project)
Experience of valuation activity (supporting documents shall be provided):
• valuation (measurement of fair value of noncurrent assets (capital assets) (at least 10,000 appraisal objects (capital assets) in one project/contract) for financial accounting purposes– at least 2 projects;
• valuation (measurement of fair value of noncurrent assets (capital assets) for financial accounting purposes at energy industry enterprises – at least 2 projects;
• total number of implemented projects in noncurrent assets’ valuation for financial accounting purposes presented to evidence the experience– at least 5 projects;
• valuation of noncurrent assets for financial accounting purposes at public sector enterprises is preferable;
• number of similar projects implemented at the Ukrainian enterprises with a multidivisional and layered organizational structure is preferable.
Personnel:
The Consultant’s project team should necessarily comprise:
• Certified appraisers employed on the Consultant’s staff – at least 10 experts, including those with professional experience of participating in/conducting noncurrent assets’ valuation for financial accounting purposes and/or in review of reports on noncurrent assets’ valuation for Ukrainian energy industry enterprises for financial accounting purposes – at least 5 experts;
• Project management experts – at least 2 experts;
• Certified (САР, АССА, CPA, DipIFR, ICFM) financial accounting experts under IFRS (International Financial Reporting Standards) – at least 2 experts;
• Certified (ASA, IIBV, RICS, TEGOVA) appraisers – at least 2 experts.
The Consultant’s appraisers’ team leader shall have the experience of:
• practical experience in valuation activities in Ukraine of preferably 10 years or more;
• conducting preferably minimum10 implemented evaluation projects since 2015 which comply with at least with one qualification requirement to the Consultant’s experience;
• participating in/conducting noncurrent assets’ valuation or reviewing the reports on noncurrent assets’ valuation of Ukrainian energy industry enterprises – at least 1 project.
The leader of the Consultant appraisers’ team at SS NPPs of the Client shall have the experience of:
• practical experience in valuation activities – preferably 7 years or more;
• conducting preferably minimum 5 implemented evaluation projects which comply with at least one qualification requirement to the Tenderer’s experience;
• participation/conducting noncurrent assets’ valuation or reviewing the reports on noncurrent assets’ valuation of Ukrainian energy industry enterprises – at least 1 project.
Revaluation shall be as of 01 July 2021. Period of the services shall be 6 months from the date of contracting. The interested consultants shall provide information demonstrating their ability to render services in a competent manner.
An Expression of Interest should be in English and Russian. The English language shall prevail.
