1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:
The European Bank for Reconstruction and Development has extended a sovereign loan, signed on 05 December 2014, to North Macedonia to be on-lent to Public Enterprise for Railway Infrastructure (“the Project Entity“) in a total amount of EUR 145,0 million for a construction of a new rail line as well as a completion of pre-existing works on the eastern part of Corridor VIII, railway section between Beljakovce and Kriva Palanka in a length of 34 km (the “Section 2”), as well as sovereign loan, signed on 12 August 2012 in a total amount of EUR 46.4 million for rehabilitation of the eastern part of Corridor VIII rail section Kumanovo-Beljakovce in a length of 30,8 km (the “Section 1”), for the benefit of the Project Entity.
In July 2017 the Republic of North Macedonia was granted EUR 69.0 million through the Western Balkan Investment Framework for the construction of railway line between Beljakovce and Kriva Palanka.

2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.

The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

This procurement exercise will be conducted using the EBRD Client E-Procurement Portal (ECEPP). 3. Other Information
The procurement of works will be split in two lots, each of the lots covering one of the Rail Sections.
The contract for Section 1 will be for civil works and installation of signaling and telecommunication systems, while for Section 2 the contract will be for civil works.
Tender for signaling and telecommunication works for Section 2 is planned to be launched in Q1 2023.
The envisaged time for construction is 36 months from the commencement.
