1. Funding Details
The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).
Additional financing information:
The “Client” has applied for financing from the European Bank for Reconstruction and Development (the “Bank”) in the form of a loan toward the cost of Kyiv District Heating Project.
The Project aims to provide sustainable and efficient operation of the existing combined heat and power plants and boiler houses in the city of Kyiv, improve the reliability of heat transportation, address other critical challenges in rehabilitating and modernizing the city's district heating system, enhance the quality of heat and hot water services to residential and non-residential customers and improve the Company's operational and financial performance and capacity.
2. Information on the Procurement Exercise
Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.
The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.
This procurement exercise will be conducted using the EBRD Client E-Procurement Portal (ECEPP). 3. Other Information
The Client intends to establish a shortlist of qualified and competent consultants, with the end to inviting proposals from the shortlisted consultants, in relation to the Project and Assignment.
The overall objective of the Assignment is to facilitate the timely and effective preparation, implementation, monitoring and supervision of the works contracts financed under the Project by providing assistance to the Client.
The supposed outcome is the assistance to the Company in all aspects of Project implementation, including preparation of conceptual designs, technical specifications, tenders documentation, tenders evaluation and contract reports to the Bank.
Also the Consultant is expected to act as Engineer in terms of FIDIC Conditions of Contract relevant for each works contract, and to carry out the works supervision services in accordance with the laws of Ukraine.
