1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

2. Information on the Project

Project Description:
A sovereign loan of up to EUR 450 million to Ukraine on-lent to the State Road Agency of Ukraine (Ukravtodor) consisting of three tranches: (i) committed Tranche 1 to finance the rehabilitation of the M-05 Kyiv-Odesa road section in Cherkasy region, and the services of the Project Implementation Advisory and Monitoring Consultant; (ii) uncommitted Tranche 2 million to finance the construction of a northern section of the bypass around the city of Lviv; and (iii) uncommitted Tranche 3 to finance the rehabilitation of the M-05 Kyiv-Odesa road sections in Kirovohrad, Mykolaiv and Odesa regions. The Project will be co-financed by the European Investment Bank, which signed a EUR 450 million sovereign loan in November 2019.

3. Other Information

The proceeds of loans will be used for procurement of the following Contracts:

 Civil Works:
• Contract 1: Construction of a northern section (24 km) of bypass around Lviv
(Lots 1 and 2);
• Contract 2: Repair of M-05 Kyiv-Odesa road on sections (Cherkasy region):
Lot 1: (km 152+918 - km 191+278);
Lot 2: (km 191+278 - km 214+693);
Lot 3: (km 214+693 - km 237+108);
• Contract 3: Repair of М-05 Kyiv-Odesa road section km 237 - km 274
(Kirovograd region);
• Contract 4: Repair of М-05 Kyiv-Odesa road section km 274 - km 463
(Odesa and Mykolayiv regions).

 Consultancy Services:
• Works Supervision for Contract 1;
• Works Supervision for Contract 2;
• Works Supervision for Contract 3;
• Works Supervision for Contract 4;
• Project Implementation Advisory and Monitoring Consultant.

Tendering process for the above-mentioned Contracts is expected to commence in:

1st quarter of 2021
- Project Implementation Advisory and Monitoring Consultant;

2nd quarter of 2021
- Prequalification under the Contract 1 (Civil works) and respective Consultancy services for supervision;
- Prequalification under the Contract 2 (Civil works) and respective Consultancy services for supervision;

4th quarter of 2021
- Prequalification under the Contract 3 (Civil works) and respective Consultancy services for supervision;
- Prequalification under the Contract 4 (Civil works) and respective Consultancy services for supervision.

Contracts to be financed with the proceeds of the loans from Banks, will be subject to the Banks’ Procurement Policies and Rules and will be open to all eligible firms from any country unless otherwise specified in the procurement documents. The proceeds of the Banks’ loans will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.

Procurement under this project will be conducted using the EBRD Client E-Procurement Portal (ECEPP). If anyone intends to participate in any procurement under this project, please ensure that you have registered in ECEPP (https://ecepp.ebrd.com). Registered entities will be notified directly when any procurement opportunities are published.
