1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:
The contract will be financed by the EBRD Shareholder Special Fund.

2. Information on the Procurement Exercise

3. Other Information
FBH Motorways is a limited liability company wholly owned by the FBH and it currently operates a motorway network of over 100 km of which 81 km are tolled. Its governing bodies are the FBH Minister of Transport and Communications that acts on behalf of the FBH Government as the Assembly, the Supervisory Board, the Management Board and the Audit Committee. As at end 2018, FBH Motorways had 420 employees. RS Motorways is a limited liability company wholly owned by RS. At the end of 2018 the company operated a 120 km long tolled motorways network and had 96 employees. RS Motorways is governed by a three-member Supervisory Board, appointed by the RS Government, which represents the owner and appoints the management team consisting of the General Manager and three executives (financial, legal and technical). Maintenance of motorway networks covered by FBH Motorways and RS Motorways respectively is outsourced to private companies through competitive procurement processes.

With growing networks, exceeding 220 km in total, there is a greater need for discovery and implementation of asset and inventory management systems. The two public companies (“Companies) are therefore seeking a consultant (the “Consultant”) to support both in the implementation of asset based management methods for the motorway networks and identification of suitable financing strategies for efficient and sustainable motorway management and maintenance (the “assignment”). The Performance Based Management and Maintenance of Roads (PMMR) concept previously has not been considered by either company

The Consultant’s services are composed of two main tasks:

i.to establish the RAMS in FBH Motorways and RS Motorways and
ii. to prepare a related maintenance financing strategy for sustainable funding of the sector for both Companies
