1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
Project's total investment cost of KZT 6,820 million (EUR 13.04 million) is financed by the EBRD loan of KZT 3,830 million (EUR 7.32 million) and co-financed by the investment grant from the East-Kazakhstan Oblast Akimat or Semey City Akimat of KZT 2,990 million (EUR 5.72 million). The Project envisages EUR 1.2 million TC support for (i) Procurement and Implementation Support, (ii)Capacity Building and Corporate Development and (iii) Green City Action Plan for the city of Semey.

2. Information on the Project

Project Description:
The Project for modernisation of the solid waste management ("SWM") system in Semey includes the following priority components: (i) construction of a new sanitary landfill, compliant with EU standards, including procurement of machinery and equipment for landfill operations; (ii) construction of a mechanical solid waste treatment facility; (iii) construction of a biological solid waste treatment facility; (iv) rehabilitation of the waste collection points in Semey; and (v) closure and remediation of the existing landfill.
The Project will reduce GHG emissions, increase waste recycling and recovery rates and improve environmental, health and safety standards. It will support the commercialisation, sustainability and better quality of SWM services, as well as facilitate private sector involvement with improved governance and contractual arrangements between service providers and Semey's Akimat. Significant climate mitigation benefits make the Project an appropriate trigger investment under the EBRD Green Cities Framework.

3. Other Information

Loan funded contracts for construction of the new landfill and biological treatment facility will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents. Contracts financed by the investment grant from the East-Kazakhstan Oblast Akimat or Semey City Akimat will be procured in line with state procurement rules.

Procurement for Loan funded components under this project will be conducted using the EBRD Client E-Procurement Portal (ECEPP). If you intend to participate in any procurement under this project, please ensure that you have registered in ECEPP (https://ecepp.ebrd.com). Registered entities will be notified directly when any procurement opportunities are published.
