1. Contract Details
Contract Title: Consultancy Contract for Capacity Building and Stakeholder Participation Programmes
Contract Description: The Consultant will provide assistance to the Client by performing the following tasks:
Part I: Capacity Building Programme for the Company:
- reviewing the existing Public Service Contract (PSC), with special focus on improvement to metro operations;
- assisting with preparation and signing of a revised PSC, covering metro, bus and cable car operations, as well as setting up the PSC monitoring and supervision system within the Company;
- supporting implementation of a long-term business and marketing plans, including a financial model and long-term investment plan;
- developing a performance benchmarking system.
Part II: Stakeholders Participation Programme (SPP)
The second objective of the assignment is to implement the Stakeholders Participation Programme (SPP), aimed at enhancing public ownership by encouraging the use of public transport, increasing publicity on the improvement of public transport services (service quality and rehabilitation activities) and raising public awareness on issues related to project implementation. Furthermore, the SPP will integrate poverty and social issues into the proposed tariff reforms and social support programme.
