General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
A senior loan of up to EUR 5 million to the Municipality of Pristina, to co-finance energy efficiency (“EE”) measures in municipally owned buildings, including kindergartens, schools, and primary healthcare centres (the “Project”). The loan will be a sub-project under GrCF2. As such, the City will undertake a Green City Action Plan (“GCAP”) with the project serving as the City’s trigger investment initiating its participation in EBRD Green Cities.

The Project is expected to be co-financed with an investment grant in the amount of EUR 1 million to be sought from the EU-funded Regional Energy Efficiency Programme for the Western Balkans (“REEP”).

2. Information on the Project

Project Description:
The Project will co-finance EE measures in 47 municipally owned buildings, including kindergartens, schools, and primary healthcare centres. The Project will initiate the City’s participation in EBRD Green Cities, and is in line with the Bank's Municipal and Environmental Infrastructure Sector Strategy (BDS19-069(F)), Country Strategy for Kosovo (BDS/KO/16-01/F) and Green Economy Transition approach (“GET”) (BDS15-196(Final)) targets.

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
