General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

2. Information on the Project

Project Description:
A sovereign loan of up to EUR 450 million to Ukraine on-lent to the State Agency for Restoration and Development of Infrastructure of Ukraine (formerly State Road Agency of Ukraine "Ukravtodor") consisting of three tranches:

- Tranche 1 will finance the services of the Project Implementation Advisory and Monitoring Consultant, the Capital Repairs of the M-09 road section between Lviv and Rava-Ruska and the related services of the FIDIC Engineer (works supervision);
- the use of Tranches 2 and 3 will be confirmed in due course.
The Project is expected to be co-financed from an up to EUR 50,000,000 loan from the European Investment Bank.

3. Other Information

The proceeds of loans will be used for procurement of the following contracts:

Civil Works:
- Contract 1: Capital repair of the M-09 Ternopil - Lviv - Rava-Ruska road section between Lviv and Rava-Ruska
Lot 1, km 129+807 - km 157+410
Lot 2, km 157+410 - km 191+877

- Contract 2: Construction of a northern section of the bypass around the city of Lviv
- Contract 3: Rehabilitation of the M-05 Kyiv-Odesa road sections

Consultancy Services:
- Works Supervision (FIDIC Engineer) for Contract 1
- Works Supervision (FIDIC Engineer) for Contract 2
- Works Supervision (FIDIC Engineer) for Contract 3
- Project Implementation Advisory and Monitoring Consultant (contracted)
- Procurement Practices Reform Consultant (contracted)

Tendering process for the listed contracts is expected to commence in September 2023 starting with the prequalification for Contract 1 (Civil works) and Consultancy services for works supervision (FIDIC Engineer) assignment.

Contracts will be financed with the proceeds of the EBRD loan and expected EIB loan and will be subject to the EBRD Procurement Policies and Rules (Rev. May 2022) and will be open to eligible firms from any country unless otherwise specified in procurement documents. All procurement processes will be carried out in the EBRD Client E-Procurement Portal (ECEPP).
