1. Funding Details
The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).
Additional financing information:
Sovereign EBRD Loan up to EUR 5 million
WBIF Investment Grant for an amount of EUR 2.4 million
WBIF Technical Assistance Grant of EUR 0.25 million
2. Information on the Procurement Exercise
Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.
The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

3. Other Information
The funds will finance the upgrade and energy efficiency renovation of the existing rail station buildings and the construction of additional new high energy performance buildings, including associated equipment at the Rail Joint Border Crossing (RJBC) at Tabanovce, North Macedonia. The works also include the construction of an access road of approximately 900 metres which will connect the existing road with the RJBC. Renewable energy measures (installation of solar photovoltaics on the rooftops) will also be implemented.
The Client intends to contract a qualified Consultant to provide Project Implementation Support and Supervision Services. Prior to the provision of the Supervision Services for the works contract, there will be a period of Pre-Construction activities where the Consultant will be required to develop and deliver the following, inter alia:
• Report containing the Consultant’s review of the Detailed Design documents with recommendations.
• Report containing the Consultant’s review of the Energy Performance requirements of the existing and new buildings, and the necessary modifications to ensure minimum Energy Performance Certificate (EPC) class B for the new buildings, and a reduction in primary energy demand by at least 30% compared to pre-Project performance through energy efficiency measures and/or renewable energy technologies for the existing buildings.
• Development and delivery of New Certified Energy Audits.
• Delivery of modified BoQs and Technical Specifications containing the requirements to achieve the Energy Performance improvements for the existing and new buildings.
