General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
A sovereign loan of up to EUR 7 million to the State of BiH to be on-lent to the Municipality of Pale (the “Municipality” or “Pale”) to finance part of the modernization program for the district heating (“DH”) system in the Municipality (the “Project”) and will be completed by an investment of up to EUR 3 million to be provided by an international donor. The Project will be implemented by the municipality-owned district heating provider company, Gradske Toplane Pale (the “Company” or “Gradske Toplane”).

2. Information on the Project

Project Description:
The Project is expected to involve works for the construction of a:
(i) new boiler house including a 10 MW biomass boiler, a 10 MW natural gas boiler (for backup purposes) and two 100 m3 heat accumulation tanks and the replacement of the existing pipeline, the installation of a central seasonal storage and heat substations which will include monitoring forecasting, optimization and management systems,
(ii) relevant goods including chip shredder, tractor, wood cutter, tele handler and tractor trailer,
(iii) Consultancy services for Supervision of the Works and PIU consultancy and
(iv) Consultancy services for the Financial and Operational Improvement Programme (“FOPIP”) and preparation of the Public Service Contract (“PSC”)

Contracts will be subject to the Bank's Procurement Policies and Rules (Version May 2022) and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
