2. Information on the Project
Project Description:
Kryvyi Rih City Municipality (City) and KryvbasTeploEnerho, a municipal energy saving company company of the Kryvyi Rih City Council, have received loan financing from the European Bank for Reconstruction and Development (the Bank or EBRD) and grant financing from the EBRD Shareholder Special Fund (SSF) to finance energy efficiency investments in 46 municipal buildings in Kryvyi Rih (kindergartens, schools and healthcase facilities) (Project). The proposed Project, which has an estimated value of up to EUR 8.8 million will require the procurement of the following Contract(s) to be financed from the proceeds of the Bank's loan (EUR 6.4 million), SSF grant (EUR 1 million) and City's contribution (EUR 1.4 million):
- Implementation of energy conservation measures in public buildings as a turnkey contract with elements of an Energy Performance Contract (EnPC), including:
-- Thermal insulation of external walls, windows and doors reveals, socles and flat roofs;
-- Replacement of doors, windows, fire ladders and canopies;
-- Installation of individual heat substations;
-- Heating systems replacement/renovation (pipes insulation, thermostatic and balancing valves, and radiators installation);
-- Ventilation systems modernisation;
-- Energy monitoring system installation;
-- Auxiliary measures (water tubes renovation, sewage systems, pavements, rain gutters and drainage systems repair, old ventilation systems and building verandas removal, electrical switchboard/wires change, water drainage pumps installation);
-- Environmental and social measures (asbestos abatement from covering on attic floor).
Activities for the proposed project implementation will include:
1. Designing of energy conservation measures,
2. Implementing of designed energy conservation measures via turnkey contract,
3. Achieving energy savings at the level above of the established minimum savings,
4. Providing necessary monitoring and verification of the achieved energy savings,
5. Guaranteeing energy and operational cost savings for repaying the project works (investments in energy efficiency) and services (operations and maintenance) cost in the period starting from the energy conservation measures completion and during the guarantee period with a duration of up to 2 heating seasons.
6. Providing maintenance services for buildings during the guarantee period.

3. Other Information
The tender for the remaining 29 buildings (Lot 2, further divided in 3 lots) is expected to be announced in Q1 2024.
Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
