General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
A senior loan of up to EUR 10.5 million, co-financed by up to EUR 4.2 million investment grant from the European Union Neighbourhood Investment Platform (EU NIP) and by at least EUR 1.0 million equity contribution from the City to the Borrower.

2. Information on the Project

Project Description:
The Loan and the investment grant co-financing from the EU NIP will be used to finance i) the replacement and interconnection of DH networks along with optimization of their diameters based on the City’s recently updated DH system scheme; (ii) the installation of heat pumps and biomass-fired boiler(s) in combination with heat recovery unit(s); and iii) the installation of dispatching and monitoring system also known as SCADA to be interconnected with the control and monitoring system of the Individual Heat Substations (IHSs) installed under the first DH project.

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
