General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
The project's total estimated cost is 81 million euros equivalent (69 Million Euros from EBRD and 12 Million Euros from the EU Neighborhood Investment Facility), in addition to 8 million Euros from the local contribution to cover taxes and duties.

2. Information on the Project

Project Description:
The Arab Republic of Egypt intends using the proceeds of a loan from the European Bank for Reconstruction and Development and a grant from EU Neighbourhood Investment Facility for the Kitchener Drain De-Pollution – Drain Rehabilitation Project to finance: (i) drain rehabilitation works (dredging of canals, and rehabilitation and construction of new pumping stations), (ii) irrigation improvement work packages in the command area of Omar Bek canal and its branches and other areas fed by Bahr Shebeen and Bahr Teera Canals sub basin and (iii) installation of a monitoring system for water flow and quality.

3. Other Information

3.1 The dredging works will include about 250 km of Kitchener drain and its branches in three contracts in Dakahlia, Gharbia, and East Kafr El-Sheikh governorates
3.2 The side slope protection includes some cross sections along drain no.4 and Tahweilet Samtay drain in two contracts in Kafr El-Sheikh, and Gharbia governorates
3.3 The replacement of 8 bridges, and rehabilitation of El-Khashaa weir will be implemented in two contracts in Dakahlia, and Kafr El-Sheikh governorates
3.4 Canal lining works include 19 branch canals of 72 km in length and serve an agricultural area of 22,000 acres in 7 contracts in Gharbia Governorate
3.5 Reconstruction of Samtay and Hamoul Pumping station in one contract two lots in Kafr El-Sheikh governorate
3.6 Rehabilitation of six KD pump stations Old Hafeer Shehab, New Hafir P.S., Upper drain no.8, Drain no.4, Mahalat Rouh p.s., and Segaaia P.S. by supply and installation of different spare parts as motors, switch gears, circuit breakers, capacitors, and flap gates hydraulic system in addition to supply of five emergency lifting pumping station 1-2 m3/s and head of 9-12m in two contracts (goods and works)
3.7 Mesqa improvement works by single lifting point system and modern irrigation pilot area in 700 feddan in 17mesqas of Balkina branch canal(Mahalla district, Gharbia Governorate) including modern irrigation in two mesqas
3.8 Supply of ADCP discharge measuring equipment (one goods contract) and water quality monitoring system and devices (one goods contract)
3.9 Technical assistance Consultancy services for KDDP-PIU for PIU support, and other consultancy services for stakeholder awareness program, and capacity building
3.10 Tendering for the above contracts started on 15/04/2020.
3.11 Financing contracts with the proceeds of a loan/grant administered by the Bank will be open to firms from any country. The proceeds of the loan from, or Grant administered by, the Bank will not be used for any payment to persons or entities, or any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or a law or official regulation of the Client's country.
3.12 Tendering for this project will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and request clarification and further information from the client through ECEPP.
