1. Funding Details
The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).
Additional financing information:
This invitation to submit proposals follows the general procurement notice for the project, published by EBRD on 16 February 2017.
The Client has received financing from the European Bank for Reconstruction and Development (the “Bank”), and intends using part of the proceeds towards the cost of the contract(s) stipulated in this invitation.
The procurement process will be carried out in accordance with the Bank’s Procurement Policies and Rules edited on 15 May 2022.
The procurement process is open to participants from any country.
The Client now invites proposals for the following contract (the “Contract”), to be funded from the above proceeds:
One Contract providing organizational, managerial, and technical support to the Client's Project Implementation Unit (PIU) to ensure the Project's successful completion aligning with the Project Implementation Plan and meeting the stipulated requirements of the European Bank for Reconstruction and Development as outlined in the Loan Agreement.
A full description of the procurement process, evaluation methodology, eligibility and qualification requirements for participants, as well as the terms and conditions and requirements of the Contract are contained in the procurement document for the Contract, which can be obtained from ECEPP free of charge.
Participants shall register with ECEPP (https://ecepp.ebrd.com) in accordance with the terms and conditions of ECEPP use, as published on ECEPP. Only the Participants, who are registered and who have expressed an interest in the Procurement Process, shall be able to access the Procurement Document, receive clarifications, addenda and amendments and submit their proposals through ECEPP.

2. Information on the Procurement Exercise
Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.
The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.
This procurement exercise will be conducted using the EBRD Client E-Procurement Portal (ECEPP).
