1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Technical cooperation grant(s) - up to EUR 1 million

2. Information on the Project

Project Description:
The Bank is providing financing a project in favour of Public Joint Stock Company 'Ukrnafta' (the 'Client'). The facility will consist of a sovereign guaranteed loan to the Client in the amount of up to EUR 80 mln, expected to be co-financed by parallel investment grants of up to EUR 22 mln from The Netherlands and the USA to be channelled via the Crisis Response Special Fund of EBRD, as well as a Technical Cooperation grant(s) of up to EUR 1 mln (the 'Project'). The Project will finance the supply and installation of approx. 140 MW of assorted gas-fired distributed power and co-generation facilities. The Project will enable Ukrnafta to provide more resilient functioning of the Ukrainian power sector with substantial addition of peaking generation in the energy mix, thus improving availability and quality of electricity supplies to Ukrainian population and businesses. The Project is expected to finance the following components:

- Gas piston engine power and cogeneration plants for 3 sites (approx. 70MW total capacity), main auxiliary equipment and related services
- Gas piston engine power plants for 16 sites (containerised, approx. 56MW total capacity), main auxiliary equipment and related services
- Installation of gas piston engine power and cogeneration plants, and other related services and works
- Project Implementation Support consultancy services

Goods, works and consultancy services required for the Project will be procured in accordance with the EBRD Procurement Policies and Rules. Tendering is expected to commence in December 2024.

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
