1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:
The Client has received financing from HIPCA Switzerland via the European Bank for Reconstruction and Development (the “Bank”), and intends using part of the proceeds towards the cost of the contract(s) stipulated in this invitation in amount of EUR 0.35 million.

2. Information on the Procurement Exercise

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

3. Other Information
The main objective of this assignment will be to develop a national EV Strategy. This EV Strategy will allow the Government of North Macedonia to assess the baseline and evaluate the short to medium term market potential and readiness to roll out EVs and to plan for the associated charging infrastructure in the short and in the long term. This will include adopting a strategic approach to road infrastructure development to support rollout of electric vehicles on the road network.
The strategy is expected to mainstream gender equality considerations throughout. This is in line with the EBRD’s Strategy for the Promotion of Gender Equality 2021-2025 which emphasises the opportunities and challenges for greater gender equality in the context of the green transition. Gender equality is also mainstreamed as part of the EU’s ‘Sustainable and Smart Mobility Strategy’ and the ‘Strategy for Sustainable and Smart Mobility in the Western Balkans’, recognising the need to bring everyone along in making sustainable transport a reality.
The Consultant shall build on the outputs of the EV Pathway Study, and shall review and amend its outputs, as required for the assignment.
The assignment shall comprise two stages:
• Stage 1 – Preparation of EV strategy;
• Stage 2 - Priority Actions.
