Contract Title: Support in Project implementation, and review of EE potential and roll out of sustainable financing mechanisms in the City

Contract Description: GOAL AND EXPECTED RESULTS
The purpose of this contract is to assess the potential of energy efficiency in the City of Belgrade and to
support the introduction of financing mechanisms to promote investments in energy efficiency through
technical assistance and capacity building of the Energy Secretariat of Belgrade and relevant actors and
to raise awareness of the newly established energy efficiency measures and their benefits.
Based on that, the Energy Development Plan of the City of Belgrade until 2050 in the field of energy
efficiency will be drawn up, which will ensure a high level of quality of life and efficient and responsible
use of available resources, including more efficient use of energy, aligned with national strategies,
especially with the INECP.
Results the Consultant should achieve
The Consultant should achieve the following results:
• Improved financing mechanisms that promote investments in energy efficiency in the City of
Belgrade.
Result indicators: Increase in the number and volume of energy efficiency financing plans
promoted by the City of Belgrade compared to the situation before the implementation of the
project;
• Improved capacities of the city administration for the promotion and increase of energy
efficiency in the building sector.
Result indicators: Increase in the number of successfully managed investments in the field of
energy efficiency compared to the situation before the implementation of the project.
