General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

A loan from the European Bank for Reconstruction and Development (the Bank), Grant administered by the Bank, Co-financed
Co-financed by EIB to be administed by EIB and co-financed by EU NIF grant funds to be administered by EBRD

The proposed project, which has a total estimated cost of 100750000 EUR, will require the procurement of the following:

• • acquisition of around 10 new multi-purpose locomotives and provision of related depot facilities;
  • introduction of energy management system;
  • consulting services for a feasibility study to identify priority infrastructure investments;
  • conducting necessary rail infrastructure rehabilitation works (mainly replacement of track and ballast) within the existing corridors, to be confirmed at a later stage;
  • consultancy services for the supervision of the above rehabilitation works.

Tendering for the above contracts is expected to begin on 21/09/2015.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.
