Invitation For Prequalification

The above named client, intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) for the above named project. Additional financing details are as follows:

Construction works will be financed through EBRD Loan and 5-year road maintenance will be financed from PESR budget

Contracts will be subject to the Bank's Procurement Policies and Rules.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.



The client intends to prequalify firms and joint ventures to tender for the above mentioned contract, which includes the following:

A. Construction works on section Interchange Stip South (Sofilari) - Bucim (km 5+000 to km 28+560) and
B. 5-year road maintenance services on section Interchange Tri Cesmi to Interchange Radovis (km -3+213 to km 37+199)


The assignment is expected to start in 02/02/2016 and last about 36 months.

This prequalification exercise will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Interested firms should register on ECEPP at this link:

The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.

Prospective tenderers who have registered in ECEPP and expressed an interest in the contract may access the prequalification documents and may request clarification and further information from the client through ECEPP.

Other Information: A4 Expressway, section Interchange Stip South (Sofilari) - Bucim (km 5+000 to km 28+560), for a total length of 23.560 km is part of the East-West corridor from Trebenista (conection to the A2) to the border with Bulgaria. This Contract comprises construction of the road to provide one carriageway expressway, including two 3.50 m wide traffic lanes and two 2.2 m wide hard shoulders each carriageway and maintenance service for 5 years period on section from km 5+000 to km 28+560. Basic preliminary quantities are: excavation 1,000,000 m3 ; embankments 700,000 m3 , asphalt carriageway 240,000 ; 11 bridges, 22 culverts, 3 overpasses and 2 underpasses.
