General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
For the Southern section: a sovereign loan in the amount of up to EUR 236 million to the Republic of Armenia (the Borrower), to be co-financed by a sovereign loan from the European Investment Bank of up to EUR 137 million. The total Project cost including Technical Cooperation grants is estimated at EUR 447.6 million, including VAT (to be financed by the Borrower).

2. Information on the Project

Project Description:
The 'North-South Road Corridor' (NSRC) is a major infrastructure project which aims at connecting the Southern border of the country with its Northern point by means of the 556 km-long Meghri-Yerevan-Bavra highway, which shall be developed to a high international standard. Construction of Sisian-Kajaran Road, a part of the NSRC, is divided into (i) a 24 km Southern section to be financed by the EBRD, European Investment and the Government of Armenia (the 'Project'); (ii) Bargushat Tunnel to be financed by the Government of France and the Government of Armenia; and (iii) Northern section to be financed by the Asian Development Bank, the European Investment Bank and the Government of Armenia.

The Project will support Armenia's economic development and bring operational efficiency from improved regional infrastructure, and aims to: (i) reduce the travel distance on the section from the current 130 km to 60 km and (ii) decrease travel time from current 3-4 hours down to an estimated 1 hour. In this way, the Project is expected to facilitate passenger and cargo traffic from the southern border to the northern border of Armenia on the extended TEN-T corridor and a key Europe-Asia transit route, promote regional and international trade and provide opportunities for local economic development.

The Project (the Southern Section) will finance the following contracts:
- Construction of 24-km Southern section of Sisian-Kajaran road;
- Construction Supervision Consultant for the 24-km Southern section;
- Project Management Consultant.

3. Other Information

Contracts for (i) Construction of 24-km Southern section of Sisian-Kajaran road and (ii) Construction Supervision Consultant for the 24-km Southern section will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.

Procurement of the two above contracts under this Project will be conducted using the EBRD Client E-Procurement Portal (ECEPP). If you intend to participate in any procurement under this project, please ensure that you have registered in ECEPP (https://ecepp.ebrd.com). Registered entities will be notified directly when any procurement opportunities are published.

Contract for the services of the Project Management Consultant will be procured in accordance with the procurement rules of the Asian Development Bank (ADB). Please refer to the relevant section of the ADB website.
