Contract Title: Project Implementation Support and Public Service Contract Development

Contract Description: The Consultant is expected to provide Project Implementation Support to assist the Company in preparation of tender document(s), including preparation of technical specifications for the Project components financed by the EBRD loan and HIPCA Canada investment grant, evaluation of tender(s) and preparation of the evaluation report(s) and assistance in contract finalisation and signature. The Consultant will also confirm the implementation of the Project's components financed by the City, but will not be involved in the respective tenders, contract preparation and implementation. The Consultant will assist the Company in implementation of the Environmental and Social Action Plan (ESAP), confirm the fact of the City contribution and report on the achieved green house gas (GHG) and other polluting emission savings.
The Consultant will help the Company prepare and finalize a Public Service Contract (PSC) between the Company and the City, which will inter alia define key performance indicators, rights and obligations of the parties and ensure sustainable operation of the Company and provision of quality transportation services to permanent residents, IDPs and guests of the City.
