2. Information on the Project
Project Description:
Dnipro City Municipality (City) and Dnipro Municipal Energy Service Company (DMESCO), a municipal enterprise of the Dnipro City Council, have received loan financing from the European Bank for Reconstruction and Development (EBRD) and a grant from the Eastern Europe Energy Efficiency and Environment Partnership (E5P) via the EBRD.
The Project will establish finance measures and works to improve the energy efficiency in ca. 88 public buildings (to be divided into 2 lots for procurement purposes), including kindergartens, schools, and hospitals. The Project is expected to reduce energy consumption and GHG emissions, with estimated heat savings of ca. 35 per cent. The Project will strongly improve thermal comfort (via higher standards of heating, cooling, ventilation, building envelope insulation, etc.) for the users, including vulnerable groups and internally displaced people.
The Project will contribute towards creating a more sustainable building stock in the City through comprehensive energy efficiency upgrades and rehabilitations in a large number of the public buildings, in line with the national and EU standards.
The Project will also have a significant demonstration effect for other cities in Ukraine, showcasing ways to improve energy and cost efficiency in public buildings through EnPC structures, enhance service quality and achieve environmental benefits, helping to strengthen the City’s energy resilience. It will act as a catalyst for the wider adoption of energy efficiency measures across other municipalities, creating a broader impact in other regions.

3. Other Information
Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
Procurement under this project will be conducted using the EBRD Client E-Procurement Portal (ECEPP). If you intend to participate in any procurement under this project, please ensure that you have registered in ECEPP (https://ecepp.ebrd.com). Registered entities will be notified directly when any procurement opportunities are published.
The Client and the Bank jointly urge interested parties to independently assess risks associated with the implementation of the contract(s), including but not limited to the risks resulting from the ongoing war in Ukraine. Parties should seek their own legal, financial, risk management as well as health and safety advice.
The Bank does not provide any security or safety guarantees pertaining to risks resulting from the ongoing conflict in relation to the planned procurement process or the implementation of the resulting contract(s).
