1. Contract Details
Contract Title: Project Implementation Unit Consultant - Retendered
Contract Description: The Client has established a Project Implementation Unit (PIU) and intends to engage the consulting firm (referred to as the Consultant) to provide organizational and technical assistance to the Client, ensuring the successful completion of the Project in strict adherence to the Project Implementation Plan (PIP) and all stipulated EBRD requirements delineated within the Loan Agreement (referred to as the Assignment).
The Consultant appointed to support the Project Implementation Unit (PIU) with this function will be required to familiarize themselves with the Financing Documents related to the Project and other EBRD key documents including those that govern lending policies and practices including, but not limited to:
•EBRD Environmental and Social Policy (2019) and associated Performance Requirements
•EBRD Procurement Policies & Rules
•EBRD Disbursement Handbook for Public Sector Clients
•Project specific “Environmental and Social Documentationâ€: Environmental and Social Impact Assessment; Stakeholder Engagement Plan (SEP); Resettlement Plan (RP), the Environmental and Social Action Plan and every E&S document derived from it.
•Other related EBRD Policies, Strategies, or Procedures as relevant to the Project
Through the engagement of a Consultant, it is anticipated that the Client will avail itself of internationally recognized best practices in project management. This includes expertise in procurement, contracts management, claims management, disputes resolution, as well as comprehensive construction and installation supervision. Moreover, the Consultant will offer guidance on specialized technical matters, encompassing environmental and social (E&S) requirements, and construction health and safety protocols.
