2. Information on the Procurement Exercise

3. Other Information
This invitation to submit proposals follows the general procurement notice for the project, published on EBRD Client E-Procurement Portal (ECEPP)] on November 12, 2025 and KESH Website on November 13, 2025.
The Client has received financing from the European Bank for Reconstruction and Development (the “Bank”), and intends using part of the proceeds towards the cost of the contract(s) stipulated in this invitation. The procurement process will be carried out in accordance with the Bank’s Procurement Policies and Rules of May 15, 2022. The procurement process is open to participants from any country.
The Client now invites proposals for the following contract(s) (the “Contract”), to be funded from the above proceeds.
The overall objective of the Assignment is to facilitate the timely and effective implementation of the Project by providing assistance to the Client. The consultant appointed to support the Project Implementation Unit (PIU) with this function (the “Consultant”) will be required to familiarize themselves the Financing Documents related to the Project and other EBRD key documents including those which govern lending policies and practices including, the following main tasks:
1. Assistance with the Establishment of the PIU;
2. Assistance with Procurement, Tendering and Contract implementation;
3. Assistance with Compliance & Reporting Obligations under the Financing Documents;
4. Environmental and Social Implementation Support;
The Consultant work services will cover the whole Project and not only to the project portion, financed by EBRD. The delivery of the above scope will maximize necessary knowledge transfer and on the job training to the Client staff assigned to PIU. The Consultants will assist the Client in all aspects of procurement and the implementation of the Project in accordance with the Bank’s policies and also support KESH in meeting requirements of various financing documents.
