2. Information on the Procurement Exercise

3. Other Information
State Enterprise Ignalina Nuclear Power Plant (hereinafter “INPP”) intends to use a Grant (subject to approval by the Assembly of Ignalina International Decommissioning Support Fund administered by the European Bank for Reconstruction and Development) towards the costs of the RADIOACTIVE WASTE INTERIM STORAGE FACILITY PROJECT.
The project will involve activities enabling the dismantling of the INPP (Unit 1 and Unit 2) reactor cores by establishing a Reactor Waste Interim Storage Facility (hereinafter – RWISF) capable of accommodating all residual long-lived waste pending its deep geological disposal. In particular this will include procurement of the engineering consultancy services for development of the RWISF design through reconstruction design of the Solid Radioactive Waste Treatment Facility (including the safety justification), as well as procurement of the design implementation supervision services for the stage of RWISF construction works.
This Invitation for Tenders is released to facilitate launch of the following procurement activities:
Lithuania: Consultancy Services for Reconstruction Design of the Solid Radioactive Waste Treatment Facility with Reconstruction Design Implementation Supervision.
The Consultancy services for Reconstruction Design of the Solid Radioactive Waste Treatment Facility with Reconstruction Design Implementation Supervision will be delivered under one contract with Task 1 and Task 2.
Task 1 – Surveys, Design Documentation, and Safety Justification
The Consultant shall:
a) prepare and coordinate the EGG survey programme with SE INPP and the Lithuanian Geological Survey; perform the survey; prepare the EGG report and topographic map for registration;
b) prepare the Design Proposals, coordinate key solutions with SE INPP, and complete public awareness procedures (notifications and public communication report);
c) prepare the PSAS supplementing the SWMSF FSAR, the TDD, and BIM format summary files;
d) submit all design and safety documentation to SE INPP for review and revise as required;
e) coordinate the PSAS and TDD with VATESI and other competent authorities, revise documents, and conduct additional studies as required;
f) support mandatory design expertise and provide clarifications requested by SE INPP and authorities.
Under Lithuanian Construction Law, the TDD requires mandatory expertise via separate procurement. A positive expertise report is required to complete Task 1.
Task 2 – Statutory Design Supervision
The Provider shall:
a) carry out statutory design supervision during RWISF construction;
b) revise the TDD, PSAS, or associated safety analyses if deficiencies are identified, performing additional studies and coordination as necessary;
c) participate in construction completion procedures;
d) prepare the USAS and FSAS and coordinate them with VATESI.
Regulatory Involvement
Regulatory coordination of the TDD and related documents shall involve all competent stakeholders (in particular, authorities, including: fire safety, border guard, public health, radiation protection, labour inspectorate, environmental protection, geological survey, energy inspectorate, VATESI, and relevant network operators).
All RWISF engineering systems connect to internal INPP networks; therefore, no external connection conditions are required.
Visaginas Municipality will participate in public communication procedures. The State Territorial Planning and Construction Inspectorate will issue the Construction Permission. VATESI will review and approve the USAS and FSAS.
