Invitation For Expression Interest
The above named client, intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) and set out above and from Client's own funds towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.
Funding Details:
a loan from the European Bank for Reconstruction and Development (the Bank)
Bosnia and Herzegovina has signed loan agreement with European Bank for Reconstruction and Development (hereinafter EBRD) to finance priority sections of the motorway on the route of Pan European Corridor Vc through Bosnia and Herzegovina. The Federation of Bosnia and Herzegovina (the Beneficiary) intends to apply part of the proceeds of this loan toward the cost of civil works and consulting services, to be procured for the section of motorway from Donja Gracanica to tunnel Zenica.
The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.
Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.
The main objective of the assignment shall be:
The subject of this Invitation for Expressions of Interest are Consulting services for supervision of works on Construction of motorway on Corridor Vc, section tunnel Zenica - Donja Gracanica, Contract no. JPAC 744-E379-16 which shall be funded from the proceeds of the EBRD loan as well. More details on the services are provided in the Terms of Reference.
The Public company JP Autoceste FBiH (the Employer), on behalf of the Beneficiary, intends short listing Consulting Firms to supervise the following design and civil works contracts:
- Contract no. JPAC 742-B73-16: tunnel Zenica - Donja Gracanica. Duration of contract (design and construction) is 30 months.
The FIDIC Conditions of Contract for Plant and Design-Build; for Electrical and Mechanical Plant, and for Building and Engineering Work, Designed by the Contractor, First Edition 1999 will be used for the design and civil works contracts.
The contract for the provision of supervision services is expected to start not earlier than May 2017.
The role of the Consultant is:
- the function of Engineer in terms of FIDIC Conditions of Contract for Plant and Design-Build; for Electrical and Mechanical Plant, and for Building and Engineering Work, First Edition 1999, and
- to perform function of Supervision works and Main/Detailed Design Revision in accordance with the laws of the Federation BiH.
The Consultant shall act in a role of Engineer and its outputs will have to comply with current local laws and regulation concerning construction, supervision, civil works quality control and environmental protection. (Law on Physical Planning and Utilization of Land at the Level of the Federation of Bosnia and Herzegovina, Guidelines for Road Designing, Construction, Maintenance and Supervision, Law of Environmental Protection, etc)
The construction supervision services shall include the following:
- pre-construction activities like verification of site demarcation and compliance with required permits issued by competent local authorities for asphalt plants and quarries prior to the issue of the commencement order;
- administration of the designs produced by Contractor;
- administration of the civil work contract;
- approval of contractor;s materials, construction techniques and programmes of works;
- direct supervision of the works and monitoring of progress;
- technical assistance during works execution
- preparation of mandatory reporting.
The invitation for Expressions of Interest is open to firms and joint ventures from all countries. Interested firms are hereby invited to submit their expression of interest. This Invitation shall be followed by a short listing of consulting firms and the short listed firms will be formally invited to submit proposals.
The contract is expected to start on 29/05/2017 and last about construction period 30 months and defects notification period 24 months.
This consultant selection will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Interested firms should register on ECEPP at this link:

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:
- Company profile, organisation and staffing;
- Details of experience or similar assignments undertaken in the previous not more than 5 years, including their locations;
- CVs of staff who could be available to work on the assignment.
The above information should not exceed 25 pages.
Following this Invitation for Expression of Interest, a shortlist of qualified firms will be created by the Client to be invited to submit proposals for the assignment.
Other Information: The following selection criteria will be applied to candidates. In case of applications submitted by a JV or Consortium, these selection criteria will be applied to the JV/Consortium as a whole:
(a) the average annual turnover of the applicant for the past five years (2011-2015) must exceed 2.500.000 EURO
(b) The audited financial statement and balance sheets for the past five years (2011-2015) must demonstrate the soundness of the applicant's financial position, showing long-term profitability
(c) the applicant has completed (i.e. provisional acceptance or defects liability certificate issued) in the past five years (2011-2015), at least two major similar projects in motorway works as FIDIC Engineer with consultancy services value of 2.000.000 EURO or more per project
(d) in case of JV or Consortium, the Leading Company shall meet not less than 60% and other partners shall meet not less than 30% of the qualifying financial criteria (a) given above
Interested consulting firms must provide information indicating that they are qualified to perform the services as follows:
(a) Applicant's average annual turnover for the previous 5 (five) years (2011-2015) in accordance with Form FIN-2: Average Annual Turnover
(b) Audited financial statement and balance sheets for the past five years (2011-2015)
(c) Applicant's general experience (details of experience and description of assignments undertaken in the previous 5 (five) years) in accordance with Form EXP-1: General Experience and Form EXP-2: Specific Experience. Any available reference letters from Employers of completed contracts should also be submitted.
(d) In case of JV or Consortium, form of association (sub-contractor/joint venture) for the execution of the contract, if the case may be, and the lead company in accordance with the Form ELI-2: JVCA structure and Form ELI-3: JVCA Information Sheet. The same information and documentation as for the lead company shall be requested for the associated company/companies
(e) Letter of Application
(f) Company profile in accordance with Form ELI-1: Applicant's Information Sheet
(g) CV's (max. two pages) of staff who could be available to work on the assignment, clearly showing that their experience covers the main activities above, in accordance with Form PER-1: Personnel Capabilities Form and Form PER-2: Resume of Proposed Personnel
(h) A list of ongoing contracts in accordance with Form FIN-4: Current Contract Commitments/Services in Progress
Part of consulting services could be sub-contracted with licenced companies up to 20% of the total contract amount.
The applicant is expected to examine all instructions, forms, terms and information in the Invitation for Expression of Interest. Failure to furnish all information or documentation required by the Invitation for Expression of Interest may result in the rejection of the application
Applicants shall submit their applications using ECEPP following the instructions in ECEPP. One original of the above information in English language, plus one copy in local language (Bosnian, Croatian or Serbian) should be submitted.
Applications shall be received by the Client through ECEPP no later than the date and time indicated in the Invitation.
A prospective applicant requiring any clarification of the Invitation for Expression of Interest shall contact the Client through ECEPP. The Client will respond to any request for clarification, provided that such request is received prior to the deadline for submission of applications. The Client's response shall be through ECEPP to all applicants who have acquired the Invitation for Expression of Interest including a description of the inquiry but without identifying its source.
