General Procurement Notice

The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development ('the Bank') for the above named project. Additional financing details are as follows:

Technical Cooperation Funds from EBRD Shareholder Special Fund

The proposed project, which has a total estimated cost of 191579.00 USD, will require the procurement of the following:

• - One (1) RT-PCR System with following basic specifications: 96-well, 0.2 mL, 6 coupled filters for optical detection, 450-730 nm excitation/detection range and 6 termozones, with laptop;
  - Three (3) RT- PCR System with following basic specifications: 96-well, 0.2 mL, 4 coupled filters for optical detection, restricted excitation/detection range - 450-640 nm and 3 termozones, with laptop;
  - Consumables for at least 5000 RT-PCR tests that can be used by the above listed RT-PCR Systems.
  

Tendering for the above contracts is expected to begin on 31/01/2017.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.


The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client's country.

Other Information: In the context of a joint FAO-EBRD project that aim at improving local capacity of public-private stakeholders in Ukraine to mitigate risk associated with African Swine Fever (ASF) spread in Ukraine, the State Scientific and Research Institute of Laboratory Diagnostics and Veterinary and Sanitary Expertise of Ukraine (the Executing Agency) intends using various funds made available by the European Bank for Reconstruction and Development (the EBRD or the Bank) and the EBRD Shareholder Special Fund to procure specialised equipment to local and central laboratories which are owned by the State in order to strengthen their capacity of ASF identification through Real-Time Polymerase Chain Reaction (RT-PCR) analysis/tests.
