Invitation For Expression Interest

The above named client, intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) and set out above and from Client's own funds towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.
Funding Details:
a loan from the European Bank for Reconstruction and Development (the Bank)
Funding Source: Through EBRD loan proceeds.

The proceeds of the loan from/ grant administered by the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.

Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank and will be open to firms from any country.


The main objective of the assignment shall be:

AD MEPSO established a Project Implementation Unit (PIU) and intends to engage a consulting firm (the Consultant) to provide organisational and technical assistance and services to the Client to ensure the successful completion of the Project in accordance with the Project Implementation Plan (PIP) and with all EBRD requirements stipulated in the Loan Agreement (the Assignment).

The selected Consultant shall provide the following:

1. Project Preparation Phase
• Assist the Client with preparing, reviewing and updating the Project Implementation Plan (PIP) as required during the Project implementation;
• Prepare a Project schedule identifying all relevant milestones and their respective timeframes for all parties to adhere to;
• Provide guidance and recommendations for quality assurance in respect of the operations of the PIU and to the work to be undertaken by the contractors;
• Provide comprehensive support to the PIU in relation to procurement of goods and works contracts under the Project, including review and preparation of technical specifications, preparation of tender documents, assistance during all stages of procurement processes and subsequent contract finalisation.

2. Project Implementation Phase
2.1 Bitola - Elbasan OHTL and SS Ohrid
Construction of a new single circuit 400 kV overhead transmission (“OHTL”) line from the Bitola 2 Substation (“B2 SS”) to Ohrid Substation (“Ohrid SS”); Construction of a new single circuit 400 kV OHTL from Ohrid substation to the connection point at the Macedonian - Albanian border; Construction of a 400/110 kV substation in Ohrid; Unbundling and construction of 110 kV connections; Extension of the B2 Substation for new OHTL bay to Ohrid:
• To conduct Project implementation;
• Supervision and monitoring of progress of the supply and installation contracts under the project.
• Client support regard to all aspects of Project reporting;
• Monitoring of contracts execution including technical (site) supervision of the erection and commissioning of the works according to the Construction Law of R. Macedonia;
• Supervision of the environmental and social impacts and occupational safety of the Project and their compliance with respective EU legislation requirements;
• Assistance with Testing, Commissioning and Operational Acceptance, as required by the Client.
• Support in ensuring compliance with the Loan Agreement, including monitoring and reporting on the implementation of the Environmental and Social Action Plan;
• Assistance in preparation of disbursement requests and management of Project Accounts as required by the Client;
• Providing on-the-job training to ensure knowledge transfer to the Client on all aspects of oversight and management of project implementation;
• At the end of the Project the Consultant will prepare a Project completion report, which shall include the following:
o A summary of technical improvements achieved by the Project;
o Assessment of the implementation of Environment and Social Action Plan.



2.2 Smart Grid Improvements
The Project includes a grant from Western Balkans Investment Framework (WBIF) of about EUR 3.0 Mln for the introduction of Smart Grid Components in the Project. The Consultant will be requested to provide:
• To prepare tender documents including technical requirements for Smart Grid Improvements components, such as Supply and Installation of:
o Hardware and software for energy forecasting for renewable power plants;

• Technical (site) supervision for :
o Upgrading of a Supervisory Control and Data Acquisition System (SCADA), according to the Construction Law of R. Macedonia;
o Hardware and software for energy forecasting for renewable power plants;


The contract is expected to start on 01/05/2018 and last about 40 months.

This consultant selection will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Interested firms should register on ECEPP at this link:

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:

  • Company profile, organisation and staffing;
  • Details of experience or similar assignments undertaken in the previous not more than 5 years, including their locations;
  • CVs of staff who could be available to work on the assignment.

The above information should not exceed 25 pages.

Following this Invitation for Expression of Interest, a shortlist of qualified firms will be created by the Client to be invited to submit proposals for the assignment.
